[Multi-culture News] New provisions for hiring foreign students as ship painters: Students who have a bachelor’s degree or higher related to the ship painting are not required to prove their work experience in the ship painting industry

It is expected that it will be easier for foreign students to find a job as ship painters.

The Ministry of Justice and the Ministry of Trade, Industry, and Energy have prepared a special provision for hiring a ship painter for foreign students studying in Korea. This measure aims to allow new foreign workers without experience to enter the industry easily to overcome the labor shortage in the shipbuilding industry.

In the past, in order to be hired as a ship painter, a foreigner had to obtain a bachelor's degree or higher and have more than 1 to 5 years of experience. However, according to the newly established special provisions, foreign students with no experience can be hired if their work competency is confirmed through an institution designated by the Ministry of Trade, Industry, and Energy. However, only international students studying at domestic universities will benefit from the new provisions.

Foreign students who want to be hired as a ship painter apply for a change of status to an E-7 visa at the immigration office after receiving employment approval according to the employment procedure of a domestic company and then receiving a recommendation letter from the Korea Shipbuilding & Offshore Plant Association. In this case, in order to receive a letter of employment recommendation through the association, foreign students must have their work competency verified. Foreign students must prove their work competency above a certain level set by the association through an examination to receive a letter of recommendation.

Meanwhile, the quota system for foreign ship painters will be abolished. Previously, it was impossible to hire more than a certain number of foreign ship painters regardless of the number of domestic workers. However, according to the changed provisions, domestic companies can hire foreign workers up to 20% of the number of Korean workers.

[다문화뉴스] 외국인 유학생 선박도장공 채용 특례 조항 신설…국내서 선박도장 관련 전문학사 이상 학위 취득시 경력 요건 면제

앞으로 외국인 유학생의 선박도장공 취업이 보다 수월해 질 것으로 전망된다.

법무부와 산업통상자원부는 국내에서 수학 중인 외국인 유학생들을 대상으로 하는 선박도장공 채용 특례 조항을 마련했다. 이는 조선업계의 구인난을 타개하기 위한 목적으로, 경력이 없는 신규 외국인 근로자의 진입 장벽을 낮추겠다는 의도다.

기존에는 외국인이 선박도장공으로 채용되기 위해서는 선박도장 관련 전문학사 이상의 학위를 취득하고 1~5년 이상의 경력을 갖춰야만 했다. 그러나 신설된 특례 조항에 따르면 경력이 없는 외국인 유학생도 산업부가 지정한 기관을 통해 업무 역량이 확인되면 채용될 수 있다. 단, 국내의 대학에서 공부를 하고 있는 유학생만이 신설된 조항의 수혜를 받는다.

선박도장공으로 취업을 희망하는 외국인 유학생은 국내 기업의 고용 절차에 따라 입사 승인을 받은 이후 한국조선해양플랜트협회의 고용추천서를 받아 출입국사무소에 E-7 비자로의 체류자격 변경을 신청한다. 이 때 외국인 유학생이 협회를 통해 고용추천서를 받기 위해서는 업무 역량을 검증 받아야 한다. 외국인 유학생은 협회가 설정한 일정 수준 이상의 업무 역량을 시험을 통해 증명해야 고용추천서를 받을 수 있다.

한편, 외국인 선박도장공 쿼터제도 폐지된다. 기존에는 국내 노동자 수와 상관 없이 일정 수 이상의 외국인 선박도장공을 고용할 수 없었다. 그러나 달라진 조항에 의하면 국내 기업은 내국인 근로자 수의 20% 한도 내에서 외국인 근로자를 고용할 수 있다.
