Q. 외국인 누구나 국내에서 ‘장애인 등록’이 가능한가?

A. 누구나 가능한 것은 아니다. 정부는 「장애인복지법」 제32조의2에 따라 장애인 등록이 가능한 재외동포와 외국인을 지정하고 있다. 국내거소신고가 되어 있는 재외동포(F-4)와 주민등록한 재외국민, 외국인등록을 한 영주권자(F-5), 결혼이민자(F-6), 그리고 난민인정자(F-2)만이 장애인 등록을 할 수 있다.

A. 그렇다. 앞선 내용과 같이 법률상 규정돼 있는 재외동포 및 외국인에 대해서만 국내에서 장애인 등록이 가능합니다.

Q. 국내 입국 전부터 장애가 있었다 하더라도 국내에서 ‘장애인 등록’을 할 수 있나?

A. 국내 입국 전후 불문하고 등록 시점에 장애가 있는 F-4, F-5, F-6, F-2 비자 소지자는 장애인 등록이 가능하다.

Q ‘장애인 등록’은 어디에서 해야 하나? 온라인으로도 가능한가?

A. 장애인 등록은 신청자의 주소지가 등록돼 있는 읍·면·동사무소(주민센터)를 방문해 신청할 수 있다. 본인이 방문해 신청하는 것이 원칙이지만, 거동 불가 등의 사유로 본인 방문이 어려운 경우 보호자가 신청할 수 있다. 영주권자와 결혼이민자는 체류지 기준, 재외동포는 신고 거소지 기준, 재외국민은 주민등록지를 기준으로 주민센터에 방문하면 된다. 온라인 신청도 가능하다

Q. ‘장애인 등록’시 필요한 서류는?

A. 장애인 등록 및 서비스 신청서, 장애진단서, 장애 검사 결과서, 진료기록지 등을 발급받아 제출해야 한다.

Q. 외국에서 발급받은 자료들도 인정받을 수 있나?

A. 외국인을 포함한 장애인 등록 절차는 신청 접수 후 장애 등급 심사를 실시하기 때문에, 국내 의료기관의 진단서로써 심사하게 된다. 외국에서 발급받은 진료기록을 제출하고자 하는 경우에는 심사기관인 국민연금공단과 상담 후 진행해야 한다..

Q. ‘장애인 등록’ 시 받을 수 있는 혜택은 무엇인가?

A. 장애인등록에 대한 혜택으로는 먼저 장애연금과 장애수당이 있다. 만 18세 이상 중증장애인의 경우 장애연금을, 중증장애인이 아닌 경우 장애수당을, 그리고 만 18세 미만인 경우 장애아동수당을 매달 지급받을 수 있다. 이외에도, 만12세 이하 미취학 장애아동 대상의 무상 장애아 보육료 지원과 여성장애인 교육지원 등 70여개의 복지 혜택이 있다. 다만 외국인 장애인등록자의 경우 예산 등의 문제로 인해 일부 지원을 받을 수 없다.
